PokerStrategy offers a free $150 bankroll for many poker sites. You don't have to deposit or anything. The only catch is they don't allow players from the US.

The closest I've seen is NLOP.com.  All the games are free (play for points) and they give away cash prizes.

That said all the major poker sites like Full Tilt or Poker Stars have play money games, but also free to enter tournaments that send winners into real cash tournaments.  Entry is free, but you can win real money.
