Or why they're not publicizing the fact that they're back up?

They were removed because of the trolls and they are not publicizing the new ones because they don't want the trolls to came back.

The message boards were never removed, and I don't know why everybody seems to think that they were. They can still be accessed by going to http://messages.yahoo.com/ and if entering the URL is too much work, you can put a little white icon on your Yahoo! Toolbar that will take you straight to them every time. To do this, just click the pencil icon, then go down to "Personal Options," then "Add/Edit Buttons," then check the box next to "Message Boards" under "Communities." This little white icon is supposed to look like a newspaper and will take you straight to the boards every time.
