Besides being almost completely unhelpful, many of these answers are uninformed.
Personally, I'm a huge fan of EcoDent toothpowders and their whole oral care line. It doesn't have to be tested on animals, because it's been around for over 70 years. People already KNOW what baking soda, sea salt and essential oils do for you (and yes, they clean better than a paste, and are more beneficial to you than poisonous fluoride), so the FDA isn't forbidding anything.
You can buy these at health food stores. About $6 will get you a 2 oz. bottle, which lasts much longer than any tube of toothpaste. It's easily the most economical, animal friendly, and successful natural oral care line I've ever tried.
