Why restrict the inspiration of art to either?

It can start with anything, a thought, a queston, an object.  All of these can inspire an artist.

Of course. It wouldnt get of the ground without either. Not art that matters anyway. Or maybe not. I dont know!

Though I believe that, emotion, excitement and surroundings can influence and probably are the source of many art pieces and art forms, I do think art itself begins with the thought / question:

So here I have this ________, I wonder what I can do with it?

Though, lots of pranks and bad ideas also share this common source....

that's really interesting, i never thought of art as being able to start with a question! but it's art, it can definitely be done by both. or you can just not think about it at all and feel it.
