  1. No, unless you fill out a credit application and they run a CBI report and you sign a contract stating you will pay a monthly amount and give you terms that state it will go on your credit--then it wont report.....

Nope, the only way it can effect your score is if you don't bring the books back, and it goes into collection, this will go on your credit bureau.  Although this seems minor, I have seen this type of negative entry on peoples credit report.   Something as simple as that.  But no, it doesn't increase or decrease your credit scores.

Do you have to give the library your SSN before borrowing a book?  If not, most likely they have you way to factually and properly report your "good returning" behaviors.  I am sure they can't afford to have Jo Blow employee sitting around contacting Equifax and I am positive volunteers wouldn't want to.
