WASHINGTON - President Bush approved an order Wednesday that rewrites the rules governing spying by U.S. intelligence agencies, both in the United States and abroad, and strengthens the authority of the national intelligence director, according to a U.S. official and government documents.

Executive Order 12333, which lays out the responsibilities of each of the 16 agencies, maintains the decades-old prohibitions on assassination and using unwitting human subjects for scientific experiments, according to a power point briefing given to Congress that was reviewed by The Associated Press. The CIA notoriously tested LSD on human subjects in the 1950s, which was revealed by a Senate investigation in 1977.

The new order gives the national intelligence director, a position created in 2005, new authority over any intelligence information collected that pertains to more than one agency — an attempt to force greater information exchange among agencies traditionally reluctant to share their most prized intelligence. The order directs the attorney general to develop guidelines to allow agencies access to information held by other agencies. That could potentially include the sharing of sensitive information about Americans.

In February of 1995 President William Jefferson Clinton signed Executive Order #12949 which authorized electronic surveillance and physical searches up to 72 hours without a search warrant being issued by a Foreign Intelligence Surveillance Act (FISA) Court. That was months before the Oklahoma City terrorist bombing. Not one whimper about it at the time or since. Even when Congress codified that practice in Public Law #107-108 in December of 2001, all 100 Senators voting "Aye". No, it's easier to worry about President George Walker Bush. What utter nonsense!

  3. Bush (or, rather, the intellectuals in the Bush administration) believe in a theory of presidential power - the unitary executive - that no previous president has expressed.

    Earliest presidents in the U.S. believed that they could only take actions the Constitution or the law required of them.

    Modern presidents (except for W), believed that they could take any action on behalf of the nation which was not prohibited by the Constitution or the law.

    W's advisors believe that presidents can take any action, even if it is contrary to the restrictions of the Constitution and law, when he is acting in the nation's interests.

    This may be the greatest risk to constitutional government in over one hundred years.

PDD51 the bill he signed May 9 gives him the power to suspend the US Constitution indefinitely. He can claim a terrorist act, round up the agencies, and BOOM! there goes all of your rights that all those patriots have died for. Our government is not on our side, they're trying to take us over.

  10. No, he has been destroying the Constitution ever since he got in office, including many provisions that have held our country in good standing for over 200 years.  And the right only cares about the Second Amendment, not the rest of them.

    The worst part about it is that no one in this administration is being held accountable for the damage they've done.
