  2. Yes, California do have tornadoes.  As a matter of fact, back in 2005 CA had a record amount of tornadoes. By the middle of 2005, CA had more tornadoes than any other state. Officially CA has never had a comfirmed tornado that is F3/EF3 or higher in destructive power.

    Unlike most of the other states, CA get most of the tornadoes during the cool season.  And most of the CA tornadoes are what meteorologist call cold air funnels.  These are tornadoes that form  behind the passing cold front during the winter.  They tend to be not as strong than the one that usually form in Tornado Alley of the midwest and south.  In the history of tonadic activities in CA so far,  nobody has ever died from a CA twister.

Tornadoes can form anywhere.  They form most easily when a lot of energy is available and is driven up into the atmosphere - this happens when cold air pushes under warm moist air - and this happens most often on a diagonal line across the midwest where warm moist air pushed up from the Gulf is hit by cold air being pushed down from Canada east of the mountains - called "tornado alley"

  4. They are relatively rare, but they do occur.  On average only about 4 or 5 a year over the whole state, and they are normally small and short-lived.  Interestingly, the time of year with the highest frequency in in the wintertime, from about November into March.
