Seems like other smaller populated stated have their own.

  1. Airlines incorporate in states where the laws are conducive to their business. That is why so many business are incorporated in Delaware.

    California laws for businesses are not that favorable for that.

    United Airlines has its maintenance base in San Francisco, and it is a major employer in that city. United also has a major hub in Los Angeles. Other airlines such as Delta, American, Northwest, Continental and others fly a lot of aircraft through California. California is a major market for airlines, so there is a lot of air service through the state. Having your own airline is no big deal. It is the service that counts.

  2. California is such a big market that lots of airlines have hubs there.  For example United has the largest market share at LAX and San Francisco.  American and Delta also operate a lot of international flights from Los Angeles.  Southwest is strong in LAX and San Diego.

    However no major U.S. carrier is actually headquartered in California.
