LAW ENFORCEMENT OR DMV AGENTS REPLY ONLY. I'm not looking for opinions, just facts.
I am a captain in a prison, and I work closely with inmates in pre-release. as LE officers you know some have detainers and warrants in other states and may only be extradited in certain regions as stated in NCIC. Many times inmates will not be picked up and have to be released. They are trying to clear their warrants, but leaving with $22 and being put on the street, it's next to impossible for them to return to the jurisdiction to clear the warrants, until they save up some money. To get a job, you need an ID or DL. Many of those released are scared to go to DMV for a license in fear they may be arrested for an outstanding criminal felony warrant in another state. But they will drive without the license and insurance. I'm trying to stop that from happening. Right now I'm dealing with an inmate in Oregon that has a felony warrant in NV.
