Yes. Etrade offers pre and after hour trading. I believe the fee for trading on what they call "extended hours" is about $12.99 per trade.

When you join Etrade keep in mind that you may not have access to your newly deposited funds for about 5 business days. Also, before you get involved in extended hour trading, do your research and know what is going on. People who trade afterhours generally end up getting ripped off, as there is very little volume during these hours and you have to make your trades with limit pricing.
