  1. in a way they do , but scotland have their own laws and parliment, though they are still part of the united kingdom they do not follow the same rules as wales, england or northern ireland. scotlands monarchy is the royal family of england but the primeminister is scottish. pretend that scotland is new york or california. and england is washington. washingtons c**p but that is were the law is upheld. where as new york and california have somewhat different rules and they are a better country
