Does Eye primer make eye shaodw more Vibrant too?

I know it makes it last longer. Is that the same thing for making it more Vibrant?

Definitely!

And if you really want your colors to POP and be very dramatic, try a black cream shadow or black primer under your eyeshadows. The black doesn't show through at all, and the colors are AMAZING on top of the black. Try the black primer from www.theshespace.com or MAC Sharkskin.
