He does not control, he is a yahoo employer that's all.  It is the way Yahoo set up their system - no biggie!!!

After looking at his profile, two things are obvious:  He/she spends a LOT of time on Y/A.  And, he/she quit asking questions, which are negative points, and spends the time on answering questions.  It seems that his/her answers are good and explains the high Best Answer points.
