Indeed, GM sold off its Electro-Motive Division (EMD) a few years ago.  Today, it is an independent company called Electro-Motive Diesel (also known as EMD) and still very much competes with GE.  For instance, their newest locomotive on the market is the SD70ACe which is a more environmentally friendly version of its SD70 design while still offering the same horsepower and tractive effort.
