Does golf.com's system establish an official USGA Handicap index?

I want to start playing in some tournaments and need a handicap.

  2. Yes it does , just fill out the required info and enter your last twenty rounds and you will have a official USGA Handicap you can print up your first card right away after you establish your handicap , then it is updated monthly .
