Does HEC Paris have an undergraduate program?

No, at least not in the sense that you mean.

I assume you are not French and therefore to be admitted to HEC you require a degree gained upon successful completion of at least three years of university education outside France.

You may not be aware that the French and American systems of education are not the same and that its not possible to make direct comparisons when using English terms like "undergraduate."

You should also note that the HEC is one of the Grades Ecoles and is VERY competitive. Also, I presume you understand that classes are taught in French and that fluency is required (and by that I mean that you speak French at least as well as you speak English)
