Does Horse Racing (triple crown races) have a governing body?

  1. To hoyo299: Excellent answer. Racing is regulated by the racing commission or gaming commission in every state where it exists, as least here in the US. Other countries have national organizations that govern the sport. The stewards at each track are often members of, or report to, the state racing or gaming commission- and their main job is enforcement of the rules. They are the ones who make decisions concerning riding infractions, photo finishes, and the like.

  3. The National Thoroughbred Racing Association is the national body, locally there are other organizations that govern and regulate as well.

Each State (gaming or wagering board)has their own rules regarding licensing and drug regulations, therefore you would have to comply by the regulations set forth by Kentucky, Maryland and New York to be able to run your horse there.  A horse must be nominated to the Triple Crown to be able to run though and that is a seperate thing as well, no horse that isn't nominated by now can run in any of the races.  There are many moves being made to have uniform licensing and drug regulations throughout the United States and it will happen eventually, there is a lot of pressure by most of the big owners in the game for uniformity not only in racing but also at the Sales.  Part of the problem with that is trying to get all the States that have racing to agree with everyone else.
