Does Hydrogen Cars waste water (Read Desc')?

Question

The BBC released a video today that was specially made that shows a piece of plastic, yes a piece of plastic. This plastic is not any old plastic, it has the ability to change water into Hydrogen and Oxygen even in your home, to be used in cars then released as water vapor.

Does this waste water, after all, your changing the water into Oxygen aswell and oxygen cannot be changed into H2O?

It does not waste water--you said it yourself, it changes water into hydrogen and oxygen to be used in cars and released as water vapor. If it's releasing water vapor it turns the hydrogen and oxygen back into water. So no water is wasted.

Oxygen is changed back into water via combustion.
