No. To both.

Iran, as far as we know, doesn't have nuclear capabilities, and in order to produce EMPs, one needs to detonate a nuclear device in the upper atmosphere.

Second, nobody really has laser weapons, excepting some very experimental research in the US military, and all of the laser "weapons" developed so far are expressly for missile defense.
