  1. JB weld is basically just two-part epoxy glue, mixed with some sort of filler.

    Epoxy is a pretty good insulator, so the answer is no.

  3. No, it is a good insulator. If you want it to conduct you can try mixing in 50/50 fine mesh iron, copper, or aluminum filings to the epoxy. Be careful though, the resistance might cause it to get hot and maybe melt at high currents.
