  1. No, they don't.  The original problem with TVs and x-rays was due to the high voltage used in the old picture tubes and lack of shielding.  Any TV manufactured after the mid 60s had enough shielding that radiation wasn't a problem with them, either.

  2. I doubt radiation is the main cause for short-sightedness. There are also other factors such as improper lighting condition and glare which also applies to LCD and plasma TVs. That said, the latter do have an advantage over CRT in the area of flickering images. This problem can induce eye strains in older non-100Hz CRT TVs.
