Does Marcus garvey relate to Marx or Weber better?

Which of the 'founding fathers' of sociology would you say he relates to better in terms of his beliefs?

Marcus Garvey was an African-American leader who advocated a "Back-to-Africa" movement for African-Americans, because he didn't feel that African-Americans would receive justice and freedom in other countries where most of the people were Caucasians. He believed that African-Americans should settle in Africa.  Garvey raised money and helped to open up some all-black owned businesses in the United States. I don't think that Garvey relates to either Marx or Weber.
