  1. it is Martial Law.  it exists.  it is using the military in the place of the police.  the military can use any force necessary to keep order.  when i say any force necessary, this includes shooting people.

    it is declared by  the national leader/ president/ prime minister/ dictator/ whoever is in charge.  it is done in times of national emergencies when the police are not enough to keep order.  it is done in times of  war, natural disaster, riots, or these types of things.

    it is rarely ever declared.  it could, concievably, be used as an abuse of power,  but it is a necessary power for the leader to have.
