yeah he has 2. they are both at his speedo line. one is the olympics symbol and the other is a m for michigan. there is a pretty good view of them

I never knew he had the tattoos, but that's pretty hot. I love Michigan and im a huge fan of Phelps.. so this makes it even better! haha

On his right leg he has the Olympic Rings

On his left he has a blue M which obviously stands for Michigan.
