From one of the interviews I saw on him, my answer is no.

He looks like the average single guy. He even has a dog and plays videogames in his spare time. :| Seems pretty normal to me.

Nice prejudicial judgment call!  If you're so exceptional at identifying perverts based only their looks, you should go down to the local police station and tell them how good you are and get a job.  I'm certain that the FBI is looking for someone like you, too.  You'll be paid well as there is no one on earth who can make such a determination based only on looks.  Of course, then there are idiots who claim you can determine if someone is a perv based on their looks.

OH, and to the ignoramus that said that Phelps is on 'roids ... keep in mind that every winning athlete is blood and urine tested after EVERY SINGLE event.  

Phelps shows absolutely no outward signs of steroid use.  Actually, he's so skinny he looks the opposite.
