Yes he does. Shaving reduces the resistance of hairs in the water. He wears a whole body suit anyways so it doesn't really matter for him.

definetly im a high school swimmer and i even shave it all off so im positive he does too

EDIT: and it's not for streamline it's to decrease drag especially in the legs since hair tends to get longer there it pulls you back a bit and you move slower.

most swimmers do it nowadays to keep us all streamline you would of thought swimsuite keep all the hair in but in actual fact they dont so most swimmers especially men shave until they are completely bald everywhere

Im sure he does, I do thats why im such a good swimmer, only two seconds off his 200fly world record and im 15. To the dude above, since when as Michael Phelps worn a full bodysuit? Never jammers and leg skin mate!
