Does Microsoft Office Live (small business) give a free domain name?

I want to make a website for my photography, I read something saying "Free Website" but I don't know if the custom domain name costs anything? It said $14.95/year, but that was crossed out, so I'm really confused. Or could someone tell me where to make a free website with no ads, and one that I can make my domain name for free?
