Does Microsoft Office Live (small business) give a free domain name?

I want to make a website for my photography, I read something saying "Free Website" but I don't know if the custom domain name costs anything? It said $14.95/year, but that was crossed out, so I'm really confused. Or could someone tell me where to make a free website with no ads, and one that I can make my domain name for free?

You get the site free for a limited time, then you pay.  It's cheaper to buy your domain name (they're as cheap as $2/year, depending on the tld).  you can buy hosting (as little as $4/month) or you can host on your own computer.  XAMPP is an install package for the same web server that the big web hosting companies use (on their Windows boxes - it's LAMPP for Linux boxes).
