  1. It varies from school district from school district. State Ed. provides funds for what is called Universal Pre-K but it is up to the school district to decide if it wants the money. It is not enough money to fund the program for everyone.In addition, districts that take the money are required to give 10% to community based programs to fund slots in those programs. They can even contract all of the slots out to community based programs if they choose. A certain percentge of the slots have to go to low income families but after that the distric can do something like a lottery. Some districts add their state money to their own and fund everyone. If you are interested in a particular area you'll have to ask them. By the way, Head Start is a federally funded program and seperate from Pre-K except that some districts give some or all of the 10% to fund Head Start slots.

In NYS free preschool is Head Start.  And of course, you must qualify.  Could be a matter of low income, or no income.  Sometimes the best "preschools" offer a scholarship to an impoverished child.  Also, if a child is considered Special Needs or Special Education there are "free" programs for these cases.  Look around, ask questions, call all the preschools you know and call the ones you don't know and get to know them.  NETWORK!

  3. There is head start which is a federally funded parent run group. You have to be under a certain income level to participate. It is a great program. Parents of students are welcome in the class room all of the time. Some schools also have preschools but there is a lottery system used to get spots there.

  5. I sincerely doubt it,i live in NY and taxes are off the wall + they're cheap state,aint nothing free it this state,it sucks i hate NY.

  6. It depends on where you live in New York. Many public schools now offer Universal Pre K.  It is free. Check with your school district. They are trying to make it law that all schools have to offer it. My daughter goes and it has been wonderful for her it will also help her ease into Kindergarten. Yes we live in NY.

  7. Check with your state gov. about lottery funding for Prek. I live in GA and we have FREE pre-k for all children.  It is funded 100% by the lottery and is seperate from Head Start.  I know many other states were jumping on the bandwagon, also.  Check with NY government.  Local school systems will also know if it is available.
