Does Pakistan government allow ladies to work abroad as nanny?

One of my relative lady wants to come from Pakistan to Canada. A lawyer told me that he can do all arrangements. While somebody informed me that Pakistan govennment does not allow ladies to work abroad as nanny. Pls help me to get correct information. Thanx.

The Islamic Republic of Pakistan is composed of four provinces and two federal territories, one of which is known as the Tribal Areas along the central Afghanistan border.  Nearly a third of the country's 140 million people live in poverty.  As a result, aside from the illegal trafficking of women and children, many Pakistani women voluntarily migrate overseas to a number of countries to work as domestic servants.  There are numerous strict, gender discriminating laws (Hudood laws) still on the government books from the late 1970's, but I know of no law that specifically prohibits overseas domestic employment.
