Does PayPal ever issue refunds under their "buyer protection" plan?

I ordered a series of DVDs from eBay and they never arrived. So I filed for a refund with PayPal and they denied it because the seller said she shipped them. I'm going to avoid eBay and PayPal as much as I can in the future and they will lose more in me not shopping there than what I spent on my phantom DVDs. (Plus, they'll lose some business from people reading this question.)

  1. yes they do issue refunds as i have received them.  the seller would have to of supplied them with receipt of shipment in order for them to deny your claim at wich point you should receive the item....maybe not in the timely manner you should have.....did you pay for insurance?  always pay for the insurance and signature upon delivery, if a seller doesn't offer both of these you probably shouldn't buy from them.
