Nope. I don't know what the others are talking about--he DOESN'T have a girlfriend. He said multiple times that he doesn't have one. I'm pretty sure he's too busy to have one anyways.

Ryan Lochte: Yes, he definitely has a girlfriend. He admitted to having one on interviews. According to some articles I've looked at online, he is either dating Caroline Burckle or Jessica Ranieri. However, I'm not exactly sure if those sources are credible. So maybe it's not Caroline or Jessica. I'm not sure.
