It is a scam.  There is a little bit of truth in it in the fact that old motor efficenies were not very good because of the inductance required to run the motor during part of the motor operation.  They now use start and run capacitors to smooth out the requirements.  There used to be products available that would digitally correct the AC current wave form.

With consumer product manufacturer's being required to be Energy Star rated and air conditioners and heat pumps requiring 13 SEER minimum, all current consumer products are very efficient.  If you were loosing very much energy, that energy would be lost in the form of heat.  Nothing in your house is producing excessive heat.
