  1. Yes,before he was proclaimed Prince of Wales at the marvelous ceremony  Caernavron Castle,Charles took a crash course at the University College of Wales in Aberystwyth to learn the Welsh language.

No one speaks Welsh fluently.  LOL.  It's a terribly difficult language, and yes, he was brought up with Welsh as a 2nd language, after English.  One of Princess Diana's first engagement was visiting Wales (as its Princess) where she gave a short "Thank you for supporting me," speech in Welsh.  There are alot of famous Welsh people, such as Catherine Zeta-Jones, Richard Burton (the one that married Elizabeth Taylor), etc.

  3. Yes. The Prince Charles, Prince of Wales is trying the best he can to connect himself to the rest of the Welsh people. Prince Charles spent a term at the University of Wales in Aberystwyth, learning to speak Welsh and their culture. He then gave a speech to the Welsh youth organization Urdd Gobaith Cymru. Prince Charles showed he still had a command of the language when he made a speech in Welsh at the opening ceremony of the new Welsh Assembly a few years ago.

    In addition, Prince William has started to learn Welsh in anticipation of succeeding his father as Prince of Wales. Prince William is being taught at Eton and getting extra lessons from Manon Williams, who was an assistant private secretary to Prince Charles before taking up a post with the new Welsh Assembly. On Prince William's 21st birthday in June of 2003, Prince Charles and Prince William paid a royal visit and arrived by Royal Train in north Wales and were welcomed by school children from Ein Harglwddyes Primary School singing ‘Happy Birthday’ in both Welsh and English.

And the 200 000 fluent speakers in England? 30 000 in Argentina , around 80 000 in America, 20 000 in Canada, 5000 in Australia, 2000 in New Zeland and many more you'r talking way over a million fluent speakers! I would have to agree with Cymo bach that proficiency in university-level courses doesn't necessarily equate with long-term reading, writing, and speaking fluency in any language.  For example, I took six courses of university-level German and used "proficiency" in German to fulfill my foreign language requirements for a Ph. D. in English literature.  True, I was once a reasonably fluent German speaker, but many years later I must admit that I have difficulty following German-language speakers.  Similarly, I've also studied Spanish for many years, but I don't often know the colloquial phrases that teenage native Hispanic speakers use.

    I would presume that  Prince Charles obtained a similar level of fluency when he studied Welsh a year before his investiture as Prince of Wales, but he probably hasn't maintained it through the years.  After all,  English as a Second Language training notes that it takes at least five years of concentrated effort to be able to speak and write a foreign language like a native speaker at the academic level.

  6. Rachelle, do you have a source that says The Prince speaks Welsh fluently or are you just guessing  (which wouldn't be a surprise)? It's easy to appear fluent if one is reading a speech from a piece of paper.

  9. Prince Charles DOES speak Welsh fluently. I was at his investiture as Prince of Wales and heard him converse fluently in Welsh. I also speak Welsh fluently as it was the mother tongue at the school I attended in Wales.
