Does Prozac (fluoxetine) help with impulses and/or urges?

Absolutely. It helped pretty comprehensively with my ritualistic and compulsive symptoms. However, it had undesirable side effects which made it an easy decision to switch off the regimen (and on to Wellbutrin). I still get urges to perform little rituals but they are vastly subdued (as opposed to being untreated) and I'm mostly satisfied with where I stand with my medication.
