  1. all I can tell you for sure is, that Puerto Rico is reported as "Domestic" on all DOT reporting and APHIS compliance.


  2. Yes, Puerto Rico is a US Possession and the airport received Federal Grants. When Federal money is given to airports, the airport owner agrees to follow certain guidelines.

  4. In fact there is a FSDO (or was a few years ago) on the San Juan Intl Airport. I got ramp checked by them. The FAA car that they drove up in had more fluids and stuff leaking from it than the airplane I was flying.
