  1. No they don't because the same rules that apply to regular ground transmitters don't apply to satellite radio.  The FCC does govern them, so to the answerer above, this is incorrect.  They are required to have SDARS licenses to operate and those come from the FCC.  The FCC does regulate them, but not as much as regular radio.
