Does State Universities accept high school students with a failing grade?

My little brother is becoming a senior this year, and plans to attend either San Francisco State University or a UC. However, he had failed a class. He told me that other students claim he is still able to apply as long as he finishes the A-G requirement. I recall that they don't accept any D's or F's period. I think the class he failed was chemistry.
