Does US still give transit visa?

Question

I want to fly to Mexico and transit in US. I will need a transit visa.

But i heard US doesn't give transit visa anymore. Is it right?

And US visa is hard to get.

Can you let me know any information about this.

well i am a zimbabwean citizen and have been residing in china for business and voluntary purposes. accordin to the usa embassy requirements here one would have to have resided in china for a year wth a work permit residence inorder to apply  for a visa to the usa as a non chinese national in  china. however since i dnt qualify for all those, i still need a transit visa to costa rica as my flight will have to layovers in the usa , so  does that mean i have to go back to my home country just to get that transit visa or can the usa consulate waive that stipulation.. any ideas
