  1. USAFIS is a private, commercial, for-profit company that has no association with the US government.  While it implies that it is a US government entity (on its home page it says "Official USA Government Program") and it claims to 'help' people submit their DV lottery applications, in all the DV immigrant visas I have ever issued (hundreds, at least) I have never met a DV winner who paid for and used their services.

Entering the DV lottery is free.  The deadline for submissions passed yesterday, but nothing will stop you from entering next year, for free.

  2. Dognhorsemom is absolutely correct. I would only add that since people who do not win the Diversity Visa Lottery are never notified, there is no way for you to know if your request was ever submitted or not. So, you can't know if they did what they were supposed to do, or they just took your money and ran. The only way for you to know for certain is to do it yourself.
