  1. UTC time always stays the same.  The adjustment from UTC is what changes from summer to winter.  For example, the Eastern Time Zone is UTC -5 during the winter, but the adjustment is UTC -4 during Daylight Saving Time.

  3. UTC/Zulu time stays the same , dat is +5.5 hrs for me...

    its the countries which change their time , for instance UK will be +4.5 hrs ahead of India in winter , and +5.5 hrs in summer
