Does Vancouver effect Toonto's weather and visa versa? If so how?

Vancouver doesn't directly affect Toronto's weather, no (nor vice versa).  Weather systems in Canada in a general sense move from west to east, however the actions of one city's citizens does not create a storm in another city further to the east.  What creates weather are things like it's origin and what topography it moves over .  These things will determine what the storm looks like or is composed of, and whether it strengthens or dies as it journeys eastward.

    If you consider the dilemma of global warming, however, then the actions of cities can have an effect on the weather, however this is in a very broad and general sense and one cannot pinpoint the actions of once specific city having an affect on another.  It's the cumulative actions of the world having an effect on the world's weather.
