I can't recommend WAMU to anyone.  Check online with banks that are near you to see what they have to offer.

Probably not. I mean well they might but your account would have to probably be under your parents account but you could still reach the money your self.

Not exactly, but you can get a no-fee account jointly with a parent or other adult.
