Does Yahoo enable me to create a Forum separate from a Group?

I have set-up a Yahoo Group. However, I think I'm more interested in what is usually called a forum. I'd like to encourage users to go to the forum webpage and select from among categories of my creation. Once they've chosen a category I want them to be able to read and respond to particular posts. This is opposed to what I am finding is more common using a Yahoo group in which most users have the posts delivered to email then respond through email. Any help is greatly appreciated.

yahoo groups are not forum style, they're 'groups'.

each member can choose group by topic, but that's not a default setting a group owner can send. Yahoo groups are not structured like forums, and many are e-mail users only and never go to the groups homepage, proving something that you're wanting to do very difficult. yahoo allows each member to choose their manner of reading group mail, as well.
