To repair some folks remove the amp. under dash,open it and solder the circut board.Getting ready to do mine soon.carradio.com repairs them.

Yes, it is a standard item on all the 420SEL's

There will be a small stalk on the left side of the steering column with arrows pointing up and down as well as forward and backwards.  With the different directions, you can set the speed, accelerate, decelerate, resume, and turn it off.

Yes. There is a skinny wand on the left side of the steering wheel. It kind of sticks up a bit. The functions are stenciled on it.
