Yes!  Everyone, regardless age, must have a passport in order to travel outside any country, not only USA.

Age makes no difference.  What matters is HOW you travel.  Passports are required to FLY to and from Mexico NOW.  They are not needed to travel to and from Mexico by LAND or SEA until after SUMMER 2008.  See website below and read top half of the page carefully for the CURRENT info.  See second website for info to get a passport for the child.

According to the official government website, look at the third link I have provided in regards to passports.  In the paragraph below, it gives links an amendment that Sen. Patrick Leahy has proposed and another link that the White House has signed.  It causes great confusion that even when you contact your senator's office, they can only answer "go to the official government website" (the third link I have provided).

There is great confusion over the passport issue.  If you're going to fly, then you need a passport (even for your two year old--check out the second link I have provided).  If you're going to drive, walk or go by cruise liner into Mexico, then the answer is that by June of 2009 you will need a passport.

Here's your best bet.  Contact your local representative (inparticular, contact Senator Leahy since there's a link in the link I have provided that shows what he has proposed) to find out what the answer is.
