Does a 4 year old need a ticket to go to the Baltimore Ravens game at M&t Bank Stadium or can they sit on lap?

We want to go to the Baltimore Ravens' pre season game this next saturday. We are 5 people, in total 3 adults and 2 kids (4 year old twins). They are 4 years old, so the question is do I need to buy tickets or at the stadium would they allow us to buy just 3 tickets and then have the 2 kids sit on our laps? (at the most we could buy 4 tickets and have just one kid in someone's lap) Do you think they will allow us to enter or not? Has someone ever done this with small kids before?

NFL stadium employees are pretty stingy. I would expect to be required to pay, unfortunately.
