Does a burnt out light bulb consume electricity when left switched on?

Everyone else is right but just to be utterly pedantic a burnt out light attached to a dimmer switch will consume a trivial amount of electricity not in the bulb but in the switch.

Absolutely not.  If there is not a completed circuit, then no current can flow. No current = no consumption.
