  13. Yes, ALL cafes and food outlets that have diners who eat in, rather than just take-away, MUST provide toilets. Infact I think all licenced properties do - such as pubs, clubs, theatres, cinemas and so on. Some might well do it as a service to their customers but also it comes under health and safety too. So even a small cafe seating half a dozen would have a toilet.

    Why do you know one which doesn't have?

  14. Any cafe serving food or drink, regardless of size has to provide toilet facilities, it's the law. Unless of course their chairs are really commodes but i don't think that's all too hygienic!!!

Absolutely.  They must have bathroom facilities and it depends on their license and the maximum number of customers they can serve, as to how many rest rooms they must have.  They shouldn't have been able to get a license without public facilities, if indeed the inspector came out and bothered to look.

Yes it is a legal requirement for them to provide toilet and hand washing facilities.  Plus the staff must have toilet and washing facilities this is a know law in the catering and hospitality industry.  Did they have hot running water?  If they didn't they could be shut down there and then if an health inspector came to inspect.
