  1. It all depends on the skill of the photographer.

  2. The lenses make a difference in photography. If you have time to take a picture that you want, and set everything manually, the Rebel XSi will take the same picture as the 40D. What D40 does is helps you is the sturdier and dust proof body (helpful for pros), slightly faster flash sync speed, faster burst mode and other subltle things.

If images is what matters to you, the lens makes the big difference, the camera body difference is for comfort, ruggedness, ease of use, and knowing what the business need you have. If i were you, I would start with the XSi and get some good lenses and in the future, if you become a pro, use the same lenses and upgrade the camera body.

The Xsi has 12megapixel of image resolution sensor and the 40D has 10.1 megapixel. I am not too worried with that difference in MP.

  3. Given the same light, setting, and situation, you shouldn't see any differences. Both lenses for it are fine on their own.  If there is any differences on sensor, it would hardly show. If you are comparing it to more than 24 mp, then there would be a differences in sensor.

  4. The photographer, lens and body takes better pics in that order.
