Does a car tag expire at 12am the night before or the night of the title owner's birthday?

The title owners birthday may or may not have anything to do with the expiration date of your license plate.  

Your license plate will expire on Midnight of the date of the expiration.  Most states will let you renew 30 days in advance.

No. It expires on the date of purchase/registration, not birthday.

If it says 12:01amthat means it expires the first minute of the day. So if it says expires 01/20/2008 it expired on 01/20/08 after the stroke of midnight on 01/19/08 going into the 20th the day of registration..
